This is a good approach if the GPU has enough memory to keep all the textures. However, if the texture quality is too high and there is not a huge amount of GPU memory, the FPS number will drop.
Texture streaming is a different approach. Textures are loaded into GPU memory as needed. Objects will have low resolution (blurry) textures and high resolution versions will load as objects appear in your field of view. This is a good approach when the GPU does not have a lot of memory.

Likewise, the Giants Engine 9 will support Occlusion Culling, a technique that calculates only the elements that are in the field of view, which considerably lightens computers that have few resources.
